1、用人单位聘用外国人，须向行业主管部门提交有关文件，经批准后，到省劳动保障厅办理核准手续。

When planning to hire a foreigner the employing unit should submit relevant document to its associated Industrial Administration Department in order to obtain an approval and thereafter the employing unit should go through DOLSS for further approval verification procedures in DOLSS

2、中央级用人单位、无行业主管部门的用人单位聘用外国人，直接到省劳动保障厅办理就业许可手续。

外商投资企业聘雇外国人，可凭合同、章程、批准证书、营业执照和有关材料到省劳动保障厅申请许可证书。

Any state unit or without industrial administration department,can go directly to DOLSS to process the employment license

Any foreign enterprises planning to hire an foreigner should go to DOLSS to apply for employment license by presenting a labor contract,hiring regulation,certificate of approval,business license and other relevant materials.

3、获得《中华人民共和国外国人就业许可证书》的外国人持许可证书和通知函电到中华人民共和国驻外使、领馆办理职业签证。

A foreigner who obtains the Alien Employment License of The people’s republic of should present the Employment License and Visa Notice to the embassy or consulate of the People’s Republic of when applying for the Employment Visa.

4、持职业签证入境后十五日内，持许可证书、劳动合同、本人有效护照、《外国人就业登记表》等有关材料到省劳动保障厅办理《外国人就业证》。

The bearer of the Employment Visa should present the License Certificate,labor contract, valid passport,alien Employment Registration and other relevant materials to DOLSS to process the Employment License.
